Resumo

This study analyzed the federal government’s coordinating role in the National System of Culture, with a focus on the Paulo Gustavo Law and the Aldir Blanc National Policy. The research examines how the federal government coordinates subnational action, considering the need for decentralization and federative cooperation in the cultural arena. The analysis shows that the autonomy of federative entities and the asymmetry of financial capacities pose challenges to the implementation of decentralization, making the federal government’s coordinating action essential for fostering collaboration and developing structuring policies. The normative framework of the National System of Culture indicates that the federal government’s role should ideally be grounded in steering mechanisms and establishing intergovernmental negotiation. However, the analysis of the System’s implementation reveals weaknesses, such as the absence of institutionalization and the incipient functioning of federative negotiation arenas, such as the Bipartite and Tripartite Intermanager Commissions. In the face of this gap in concertation, the federal government’s coordinating function within the System prioritized steering subnational action through financial incentives. The use of inducement mechanisms is expressed in resourcetransfer programs such as the Paulo Gustavo Law and the Aldir Blanc National Policy. Through these programs, the federal government established guidelines and standards for State and Municipal action – not only seeking to standardize the provision of cultural policies across the national territory, but also to ensure the prioritization of issues deemed central by the federal level – ensuring compliance by conditioning the release of funds on adherence to program rules. The participation of subnational governments in defining this regulatory framework was limited and occurred in informal and consultative settings. Following the examination of the Federal government’s actions in the Paulo Gustavo Law and the Aldir Blanc National Policy, it is possible to conclude that its coordinating role in the National System of Culture manifested primarily through steering and inducement, revealing a weakness in intergovernmental concertation.
