Resumo

Objective – This research aimed to investigate how the fear of making mistakes affects the decision-making of employees of the National Institute of Social Security (INSS), who hold commissioned management or coordination positions in the Central Administration - headquarters in Brasília/DF, reflecting on the implications of this phenomenon in decisionmaking and observing the coping strategies adopted by the Agency to deal with these challenges and facilitate the work process and service efficiency. Methodology – A qualitative approach was adopted, with data collection through semistructured interviews, using the Microsoft Teams application, with 12 employees holding management or coordination positions in the Central Administration of the INSS - National Institute of Social Security. The interview data were transcribed by the application itself and later adjusted, treated, and categorized by content analysis for interpretation. Results – The results indicate that the employees interviewed perceive that they play a relevant role in the INSS, due to the magnitude of the Institute. They are aware of the importance of the Agency in the national scenario, and therefore the fear of making mistakes in decision-making is latent in some cases or specific situations. In some cases, they state that the fear of making mistakes does not influence decision-making and they do not see this as a barrier to decisionmaking. Limitations – The research adopted interviews as the main method of data collection, which can be considered a limitation, given the potential for bias in responses resulting from the individual perceptions of participants. Furthermore, although a neutral and objective stance was adopted throughout the process, it is important to consider that the interviewer's own context may have indirectly influenced some interpretations. The study also focused on the National Institute of Social Security (INSS), an institution with its own characteristics and challenges, which may restrict the generalization of the results to other contexts of Public Administration. It is also worth noting the specific focus on senior management, with a focus on internal management issues, which left out other relevant areas of institutional activity, such as the granting of benefits. Applicability of the work – The results of this study can assist and provide support for the exploration and formulation of strategies, with direct impacts on internal management, on the services offered to the population and on the strengthening of public pension policies. Contributions to society – The study of the fear of making mistakes at the INSS - National Institute of Social Security, in the decision-making process of civil servants who hold management or coordination positions in the Central Administration of the INSS, in addition to enabling a greater understanding of the phenomenon, offers important contributions to society, particularly regarding the improvement of Public Administration, in the provision of services and in the direct impact on the citizens who use it. Originality – Despite the existence of several studies on the fear of making mistakes in Public Administration, this research addresses the topic from a new perspective, namely, the perception of civil servants who occupy leadership positions in the Central Administration of the INSS.
