O Índice de Capacidades Institucionais (ICI) como mecanismo da gestão social e da governança nos territórios rurais

Resumo

The objective of this paper is to analyze the Institutional Capacity Indicators (ICI) as an instrument of social management and understand the governance structures that make the Territorial Collegiate work. Therefore, we trry tocontribute to what is called territorial approach to rural development, and try to deconstruct the myth of the exogenous models and, at the same time, to show that conditions for diversified and endogenous forces promote regional development. The methodology was developed by the Department of Territorial Development of the Brazilian Ministry of Agrarian Development (SDT/MDA), and is the definition of Institutional Capacity Indicators (ICI) to accomplish the social management of territories in a relationship between the institutional environment (macro level) and institutional arrangement (micro level). In conclusion, it was found with results of field research conducted in the Territory of Citizenship of Acu-Mossoró (RN), Brazil, the urgent need to change the institutional format of all the Brazilian Territorial Collegiate to develop public policies for the rural territories.
