Resumo
The process of municipalization has been dealt as a crucial point for reaching improvements in the quality of elementary education in Brazil. However, there is disagreement about the effectiveness of such policy. The present study sought to analyze the influence that the putting into practice of this policy has had on the quality of teaching of 4th grade students in the municipality of Ponte Nova. For that, it was used the technique of data in panel that enabled to verify that the increase in the number of teachers with higher education and the incentive of reading activities increased the average student’s productivity, and thus the quality of education. Yet, the policy of decentralization acted contrary, deteriorating quality in the period analyzed.
