Movimentos possíveisanálise sobre o comportamento parlamentar durante a aprovação da reforma trabalhista na gestão de Michel Temer

Resumo

The purpose of this work is, based on the analysis of the progress of the 2017 labor reform, to highlight the handling of institutional tools in conducting the government's agenda and understand the demarcations that limit the exercise of representation. The observation made about the procedure aims at the framework given by Michel Temer and his support base for the issue of unemployment, including this action in the power to guide the agenda and list viable alternatives for solving the problem in question. primary source is the Chamber's internal regulations, the work of the Special Committee - responsible for the opinion on the matter, and public hearings held by it, as well as deliberative sessions in the Chamber and Senate. At the same time, attention was paid to journalistic articles about the approval of the bill, pointing out the intersections between what is identified in official documents and what is presented in the coverage. In the conclusion, the centrality of leaders and parties is highlighted, but there are points of slippage regarding the already highlighted role of the Executive branch in generating laws. Altogether, the Legislative's proactivity in driving its own agenda stands out, which is included in the government's agenda.
