Mobilidade inteligente, pobreza e o direito à mobilidade inclusiva no Rio de Janeirodesafios, perspectivas sob a ótica da governança colaborativa

Resumo

Smart mobility endeavors to offer effective, sustainable, and interconnected transportation solutions for densely populated urban areas. The assumption underlying these strategies is that city residents will derive benefits from them, contributing to improved overall accessibility. Nevertheless, it is important to note that the success of these initiatives relies on the presumption that transportation users possess digital literacy and have the meansto afford either public or private transportation. For a significant portion of the population in Rio de Janeiro, this is not the case. Transportation-related poverty is a multidimensional phenomenon often overlooked in the literature. Nevertheless, this specific type of poverty can restrict people's upward mobility and hinder them from exercising their social and economic rights. This work aims to analyze the connection between poverty and technology design, with a focus on the crucial role of digital platforms in public transportation accessibility. The objective is to understand how these approaches can effectively address poverty. The research, based on literature review and analysis of strategies in Brazilian cities, highlights socio-spatial and inclusive mobility challenges. Additionally it introduces collaborative governance as a way to address the issue, involving diverse stakeholders in coordinating collectively defined goals amid the uncertain landscape of technological innovations, through a case study analyzing the city of Rio de Janeiro.
