Mídia, agenda e alternativas em políticas públicas

Resumo

Purpose - The present research investigates the influence of the media in the scheduling and specification of alternative public policies. It also seeks to establish an analytical link between the agenda-setting theory in the field of communication and the theoretical models that guide the analysis of pre-decision moments in the formulation of public policies. Design/Methodology – The research analyzed the information and opinions produced in the Politics + column, of the newspaper Zero Hora, from Porto Alegre, on the subject of the Fiscal Recovery Regime, a federal program of renegotiation of the public debt that obtained adhesion of the State of Rio Grande do Sul. It also searched, through the Content Analysis methodology, to identify the level of influence of this production in the decision-making process on specific public policy. In addition to content analysis, interviews and surveys were carried out with actors of this decision-making process. Findings – The investigation demonstrated an intention of scheduling and framing the theme on the part of the column and, through quantitative and qualitative data, the impact that this had on the political field and on the specification of that public policy. Practical implications – The study is applicable in the development of the agenda-setting theory and as an analysis capable of identifying the relevance of the media agenda in the construction of the agenda and choices of public policies. This is of great importance for defining communication strategies in public administration and for monitoring the success indicators of a specific government initiative.
