Management of hydric resources in Rio Grande do Sul - historic and proposal of a State system

Resumo

This paper presents a brief of the evolution of the water resources management in Rio Grande do Sul, that had begun in 1979 by the studies of The Executive Committee of Integrated Studies of basin of the Guaiba River, and continued in 1981 by the creation of The Water Resources State Counsel - Conrirgs, until the institution of The Water Resources State System in the text of the last State Constitution in 1989. It presents a structure to the implementation of the system based on a superior collegiate commission - Conrirgs; a collegiate commission in the level of water basin - Basin's Committees; and the creation of a technical commission to the system - The Water Resources State Department. It is also shown the possible interrelation of this system with the State System of Environmental Protection.
