Resumo

The historical search for administrative/managerial, knowledge is intensive today due to the deepest economic crisis Latin America has ever seen and to the political need for an efficient and effective top manager with a new character. The structural economic crisis throughout Latin America is calling for long term solutions and for the creation of a new kind of public/private top level executive. The high democratic levels now reached by most countries in Latin America ask for mechanisms able to provide the citizen's active participation and control over public services. But such a challenge poses a question: are the administrative sciences, at international and/or Latin American levels, able to conceive the manager demanded by the 90's, since the available knowledge in this area is outmoded? The central points of this article are the replacement of the old paradigms of the administrative sciences by new analytical categories, models, principles and proceedings to deal with the problem, and the comparison between previous and present conclusions of research and the reality of Latin American public/business administration schools.
