Resumo

Purpose: This research relates the performance of the Federal Court of Accounts to innovation in the Brazilian public sector. As innovation is essential for improving the provision of public services and depends on the people who pursue and implement it, the research aimed to explore the Court's decisions and check whether their quantity, size, and content could hinder or encourage public servants to innovate. Design/methodology/approach: All decisions issued in the period from 2013 to 2022, against the public agencies that make up the Federal Executive Power, both innovative and non-innovative, were quantitatively analyzed using technology and statistics. Findings: The result shows that innovation occurs even under the pressure of the control body and that, depending on the approach, this control can act as both an encourager and an inhibitor of innovation. Research limitations/implications: The dependent variable classified federal public agencies as "innovative" or "non-innovative" according to whether they received any award in the editions of the Public Sector Innovation Contest. The research restricted the units of analysis to the entities that make up the Federal Executive Power. The quantitative evaluation of the decisions of the Federal Court of Accounts was limited to the quantity, size, and content of the decisions. Practical implications: Public servants can organize themselves to comply with determinations and recommendations with a more receptive view to the possibilities that may arise from them to innovate. Social implications: There are possibilities for adopting a constructive approach in the decisions, with the choice of words that encourage and stimulate the much-needed innovation in the public sector. Originality: Quantitative relationship of the Federal Court of Accounts' performance with innovation in the Brazilian public sector.
