Resumo
This work is based on the premise that the role of Secretary of Education requires a set of specific competencies and skills that enable effective performance and contribute to achieving significant outcomes within education systems. Accordingly, a study was conducted to identify the characteristics, behaviors, and skills that support a leadership approach focused on public service and the creation of public value. In general, there is a shortage of empirical studies on the performance of senior public leadership, particularly in the context of educational management. Thus, this study aims to demonstrate that Secretaries of Education play a fundamental role in the implementation of educational policies, as they operate at the intersection between the political sphere and educational management. To this end, the research analyzes the history of public administration in Brazil, the principles and concepts of competencybased management in both public administration and education, and the importance of leadership in educational management. The empirical investigation was conducted through a deductive approach, based on interviews with Municipal and State Secretaries of Education. It resulted in the development of a practical and applicable competency matrix for the role, with the potential to inform public policies. The findings highlight the need for structured support in the training and development of these leaders, pointing to the existing gap in specific qualification for the position. Additionally, a descriptive analysis of the profiles of Secretaries of Education in Brazil was carried out, aiming to understand their career paths and professional characteristics. It is hoped that this research will contribute both to the advancement of academic discussions on educational leadership in the public sector and to the formulation of policies that promote the institutionalization of the Secretary of Education role, ensuring greater efficiency in Brazilian educational management.
