Incentivos e limitações para a implementação de políticas educacionaisa atuação dos coordenadores pedagógicos no Programa Ensino Integral (PEI) em São Paulo

Resumo

This article examines the key factors that shape the implementation of educational reforms in Brazil, with particular emphasis on the role of the pedagogical coordinator and the experience of the Full-Time Education Program (PEI) in the State of São Paulo. Drawing on a theoretical and exploratory approach, informed by a review of the literature and case studies, the study identifies incentives and constraints that influence the mediation between policy directives and school practices. In addition to the systematic literature review, semistructured interviews were conducted with key stakeholders involved in the implementation of the PEI. The analysis highlights, as enabling factors, specialized continuing professional development, institutional support, resource provision, and the strengthening of collaborative networks. Conversely, it identifies as limiting factors work overload, resource scarcity, policy fragmentation, and cultural and institutional resistance. The findings suggest that the effectiveness of reform implementation is contingent upon systemic alignment between public policies, institutional structures, and school practices.
