Integração horizontal de ações governamentais

Resumo

This thesis consists in an exploratory qualitative study, with the objective of analyze state public experiences of horizontal integration to the light of the existing bibliography on the characteristics of the Brazilian state, the logic of the organization and the macrostructure of the public sector and to identify the obstacles related to the process of adoption and implementation of such strategies. The type of research used was the case study, which allowed us to investigate the aspects involved in the adoption of the intersectoriality as a model of management for the solution of complex problems by means of two Brazilian cases. The collected information and searched references had brought subsidy for the deepening of the understanding on the processes of intersetorial integration, especially in what refers to the necessity of a multifaceted boarding and sensitivity to alternate between different and even opposing alternatives so that this type of strategy is successful. Some examples of this are: the centralization and the decentralization; the different forms of governance, as nets, hierarchy and market; the creation of informal or formal agencies or structures. Other aspects implied in this question are: the leadership of the central executive; the qualification of the involved human resources; the resistances of the public employee; the fear to lose power; the “patrimonialismo” and the “corporativismo” as traces of the politic Brazilian culture that intervene negatively in the establishment of intersectorial strategies; the necessity of budget flexibilization to support the intersectorial logic; and the important role of visibility in the mobilization of actors.
