Resumo

The text presents the estimative of insufficiency of the caloric availability and the expenditures with food of the families of the largest urban regions of the country. For this, the normative food baskets of CEPAL, which take care of the nutritional recommendations, especially that ones relative to the caloric consumption, had been used. Moreover, the information about the consumed quantity of food and the expenditure with these goods, presented on the Income and Expenditure Household Survey (Pesquisa de Orçamentos Familiares – POF – 1995/1996), had been used. Comparing the familiar expenditures and the consumed quantities of food, in the eleven metropolitans regions searched into by the POF, the cost of acquisition of the baskets and the minimum caloric recommendations in each one of these regions, it was verified that the lower income families are in situation of nutritional risk, in all the areas. In fact, it was verified that the insufficiency of caloric availability and the insufficiency of the food expenditures do not present direct relation. It is observed in some strata of income, specifically in the intermediate ones, that there is caloric insufficiency of the physical consumption, although the expenditures surpass the cost of the normative basket. In some regions the food consumption shows peculiar behavior if compared to the expectation, as in the cases of São Paulo, Porto Alegre and Rio de Janeiro. In these areas, the families with monthly income of up to 8 minimum wages present lower availability of calories relative to the minimum recommendations. Some hypotheses are considered to explain the fact that the lower income families present a caloric insufficiency, as the emulation of the consumption of the families of higher income, the existence of private social networks of protection and the importance of the institutional food consumption, either in the school or the work place.
