Resumo

The primary objective of this study is to observe and establish a connection between public manifestations on digital media and the House of Deputies’ listening platforms, and the discourses of parliamentarians within the legislative power. The rationale for this research stems from concerns regarding the extent to which popular expressions are considered — or otherwise — and their potential legislative consequences. The central hypothesis posits the existence of a continuous and organic dialogue between the citizenry and elected representatives, evidenced by recurring argumentative patterns in parliamentary speeches and public manifestations, which frequently form a cyclical narrative. This study seeks to address a scholarly lacuna by highlighting the discursive symbiosis between representatives and the represented, furthering the understanding of interaction modes and information exchange within society. The research questions focus on investigating the nexus between narratives present on social networks and the House of Deputies’ listening platforms, as well as the co-presence of digital discourses within the speeches of deputies. By exploring the relationship between society and parliamentarians, this research highlights a transformation in political representation driven by the amplification of virtual narratives. The crisis in representation is framed not as a failure, but rather as an alteration in the dynamics between the elected and the electorate. Social networks have deepened this shift, facilitating direct, instantaneous, and low-cost interaction between citizens and politicians. Within this landscape, the ‘online public sphere’ has gained prominence as a platform where traditional editorial mediation is supplanted by algorithmic mediation. Consequently, campaigning and governance become continuous processes, transforming the relationship between representative and represented into a complex cycle characterised by horizontal and constant interactions. This research is exploratory, qualitative, and netnographic in nature, employing a documentary approach adapted for the digital environment. Therefore, it does not aim to establish causal inference. Data were collected from three public repositories: the social network X, the legislative poll regarding Bill (PL) 2630/2020, and twelve parliamentary speeches on the subject delivered in 2023. Arguments in favour of PL 2630/2020 on social networks and polls focus on combatting misinformation, ensuring platform accountability, and defending democracy. Conversely, opposing arguments are primarily grounded in concerns regarding censorship, threats to freedom of expression, and legislative imprecision. Parliamentary discourses reflect this polarisation, thereby creating a feedback loop that sustains the debate on digital platforms.
