 transportes

Resumo

Objective - This study sought to identify and analyze factors that facilitate and hinder the implementation of innovations in an institution of the Brazilian federal executive. In this sense, we limited this research to the innovative processes of teleworking, process management and risk management, which occurred in the last five years, in an autarchy in the transport infrastructure area. Methodology - Twenty employees allocated in the operational activities of the studied implementations were interviewed. The interviews were transcribed and submitted to content analysis in order to apprehend the executors' understanding of the influencing factors that can interfere in the implementation of these innovations. Results - The research confirmed the ten categories of facilitating factors and twelve of hindering factors identified a priori and, in addition, identified two emerging categories, one of facilitating factor - “creation of a strong innovation center” - and another of hindering factor - “high rotation of middle managers ”. Limitations - The main limitation of the research was that the data collection of one of the innovations on which it is based, risk management, was hindered by the resistance of some employees to participate in the interviews, which did not allow further study. Practical Contributions - The contribution of the present work consists of offering a point of view of the “factory floor” to scholars of the theme of innovation in the public sector. It also provides public managers, especially the agency studied, with an important point of view to be considered in planning and in decision-making involving the implementation of innovative processes. Social Contributions - The improvement of innovative processes in the public sector generates better tools and working conditions for civil servants, allowing the improvement of products and services to be delivered to society, in addition to assisting in the adaptation of the public sector to the new demands of society, resulting from the changes caused by the constant modernization and use of new technologies. Originality - When evaluating influential factors of the innovative processes from the exclusive point of view of the executors without decision power and, also, choosing innovations with interest in the different levels of the functional chain, that is, an innovation of greater interest to top management, one of intermediate level management and another of the operational staff, distortions that could be caused by possible biases of one or another functional level were avoided.
