Resumo
Purpose: This study intends to analyze the development of innovation actions in the public sector through the study of an innovation network according to theories on the subject, in order to identify its peculiarities, potentialities, and dysfunctions. Methodology: The case study was developed through the analysis of the innovation network's database, carrying out action research with network’s members to characterize and contextualize it and conducted a focus group for detailing and framing the network's attributes (genetic mapping), as well as identification of potentialities and dysfunctions, aiming to propose improvements to the network. For this study, the Innovation Genome theory was applied. Findings: The genetic detailing of the innovation network allowed its understanding and the consequent implications for government management and the provision of better services to citizens. The application of the Innovation Genome adapted to the public sector proved to be adequate for the analysis of innovation networks in the public sector, allowing the identification of strengths and weaknesses for the development of innovations. Research limitations: As this is an analysis carried out in an innovation network on the rise, with highly committed members, no failures were identified in the performance of the network that needed to be changed, so that the network couldn’t improve its ability to promote innovation. In this way, a similar study can be carried out with the participation of members of networks in decline, or already extinct, as a way of verifying the perceived failures in order to suggest how developing networks can avoid the same mistakes. Applicability: When members of the studied network participate in the genetic mapping, they benefit from the discussion, as they are induced to think about improvements that can be introduced in the network in order to make it longer and more efficient. Furthermore, by analyzing and recording in detail the main characteristics of the network, it is possible to compare it to other networks, perceive their differences and observe what should be changed and copied or avoided based on the experience of several other innovation networks. Understanding how innovation networks in the public sector work can increase the relationship between government officials, public servants, academia, citizens and public policy makers, in the search for better solutions to society's aspirations.
