Resumo

Open innovation programs are cooperative arrangements that integrate different actors and complementary competencies, and are currently the main development environments for innovative processes. The public sector has a strategic role to foster innovation, being responsible for the governance and regulation of the innovation ecosystem and also for the promotion of policies and programs in the sector. The health sector, which is intensive in research and development, is one of the most promising for the development of innovations, making it possible to increase access and improve the quality of services provided. In this context, this work has as object of analysis São Paulo City Hall’s Maker Residency Program (Programa Residência Maker), which aims to select innovative projects that contribute to the resolution of complex health problems. This essay explored open innovation programs in Brazil and abroad to identify the strategic elements that can subsidize improvements for this public policy. The results point out that the pioneering nature of the program calls for a more accurate articulation of the promoters with the key players of the innovation ecosystem so that the selected entrepreneurs can overcome the typical challenges of this stage and sector and can contribute effectively to the confrontation of complex health problems.
