Resumo
This paper aims to identify the new forms of action and participation in the public and private sectors after the implementation of the Single Health System in Brazil (SUS). Particular attention is given to the strategies developed by the private sector in order to increase its clkntele and to deal with the financiaI constraints imposed by the financing of health services by SUS. It is shown that if, on the one hand, these strategies have been innovatory in many ways, they collide in many aspects with the idea of a unified health system. A case study about strategies of a philanthropic hospital is taken more closely for analysis. As for the public sector, the study did not find meaningful changes in managerial practices, not even has it regulated the private sector due to financiai restraints. Thus, it is argued, if the health reform was favoured by a political conjuncture which helped its formulation, on the other hand, its implementation has been very much limited by the economic crisis.
