Resumo

This research aimed to study the implementation of the Piauí Criminal Investigation Protocol on Feminicide, with an emphasis on producing information based on the analysis of the experiences, practices and perceptions of the actors involved. Using a qualitative approach, the research used a case study to investigate how the protocol was designed, formulated and implemented in practice. This takes into account the actions of the agents responsible for its implementation and the elements that affect its effectiveness, combining bibliographical, documentary and interview research. The study was based on the historical context and legal instruments for combating feminicide, as well as the cycle of public policies, with the aim of understanding the dynamics of implementation and the interaction between formulators and implementers. In this process, the role of street-level bureaucrats is highlighted, as the main people in charge of implementing this policy. The results showed that, although the protocol represents progress in the standardization of femicide investigations, its effectiveness is linked to cooperation between institutions, training of professionals and structural adaptation of police stations. It was also observed that the effective implementation of the protocol is directly related to the understanding of the gender issue by the actors involved, which demands constant improvement of investigation practices and dialogue between institutions. Therefore, the study highlights the importance of a dynamic implementation process, which goes beyond the simple implementation of guidelines and takes into account the need for adjustments that strengthen the union between agencies and enable professionals to provide more sensitive and efficient treatment of gender-based violence.
