Resumo

This study analyzes the relationship between bank resolution regimes and the concentration dynamics of the Brazilian National Financial System (SFN), focusing on the post-Plano Real period. It argues that the historical operation of crisis instruments in Brazil — notably the PROER and PROES programs and subsequent episodes involving mid-sized financial institutions — has relied recurrently on portfolio and control transfers to larger or sounder institutions, contributing to shape the current structure of the SFN. The literature indicates, however, that the relationship between concentration, competition, efficiency and banking spreads is complex and heterogeneous, depending on the market, product, geography, methodology and period considered. Accordingly, the study does not assert direct causality between aggregate concentration and aggregate spreads; instead, it concentrates on the prudential, competitive and institutional risks associated with a concentrated structure — such as too-big-to-fail dynamics, pressure on the deposit insurance fund (FGC), contingent fiscal exposure and weakened market discipline. The modernization of the Brazilian resolution framework, in line with the FSB Key Attributes, the BRRD and Draft Complementary Bill No. 281/2019, is defended as an expansion of the institutional toolkit for crisis response and a reduction of dependence on concentration-inducing exits, without a direct promise of spread reduction.
