Histórias de ativismo? Enquadramentos de gênero no Ministério Público de São Paulo

Resumo

Studies on institutional activism have emerged from questions posed by works in which relations between State and society are analyzed. Based on these questions, authors started to consider that State and social movements do not always act in opposing fields and that bureaucrats can promote social and collective projects inside public administration. This work seeks to analyze how institutional activism manifests at the Special Action Group to Fight Against Domestic Violence from the Ministério Público (Public Prosecution Office) of the State of São Paulo (Grupo de Atuação Especial de Enfrentamento à Violência Doméstica do Ministério Público Estadual de São Paulo or GEVID). The concept of institutional activism that we adopt consists on the promotion of social projects and, for this work, we shall pay close attention to the promotion of feminist social projects, which propose to reduce gender inequality. Thus, in order for an action be classified as activist, there are two requirements: (i) that the actions promote improvements or innovations in relation to the ordinary functions of the bureaucrat; and (ii) that those actions adopt gender or feminist frames. During this work, we analyze how institutional activism arose in GEVID, how feminist frames are adopted and influence activist actions, and, finally, we present the possibilities of how those actions and its frames can influence public policies and the prosecutors’ work. In order to provide this analysis, we have developed a qualitative case study, based on documents and eight interviews with public prosecutors that currently are part of or were part of GEVID. We found that there are different moments of GEVID’s activism, representing different stories of activism. These differences occur for several reasons, such as the organization structure of the Ministério Público and the profile of the prosecutors.
