Resumo
This study empirically analyzes the relationship between public governance and risk management in the Brazilian Federal Public Administration, based on data from the 2021 IGG and 2024 iESGo evaluation cycles. While Brazilian regulatory frameworks emphasize the integration of these dimensions as a condition for good governance, significant asymmetries persist in their implementation. A mixed-methods approach was adopted, comprising a quantitative analysis using fixed-effects panel regression (a balanced base of 260 organizations and 520 observations) and a qualitative content analysis of 450 institutional documents. The quantitative results indicate a positive and statistically significant association between governance maturity and risk management maturity, even after controlling for institutional characteristics. The qualitative analysis, in turn, reveals that this association is mediated by distinct institutional mechanisms, including varying degrees of structural and procedural integration, evidence of formalism without practice, variations in the performance of defense lines, and heterogeneity in the capacity to operationalize normative instruments. Convergent triangulation demonstrates that the statistically observed relationship holds; however, it is marked by asymmetric institutional trajectories that explain why organizations with similar formal structures exhibit different levels of effectiveness in risk management. It is concluded that strengthening governance in the Federal Public Administration contributes to greater maturity in risk management, but its effects depend on organizational capacity, the integration between structures and practices, and the overcoming of operational gaps. The study provides empirical evidence that can support the improvement of public policies, the design of evaluation instruments, and the development of institutional strengthening strategies in the Brazilian public sector.
