Governança e alinhamento de conceitos no contexto das políticas públicasum complemento ao estudo de caso do fundo municipal dos direitos da criança e do adolescente de São Paulo

Resumo

The implications and challenges of governance, management and control are gaining relevance both within the private sector as the public sector. Despite the difficulty of convergence of the concepts in the theoretical arena, the more pragmatic line evolving Best Practices Codes has allowed to create and disseminate elements to guide and formalize means for institutional improvement, both organizations of the second and third sector, as for the public sector itself. The objective of this study aimed at reviewing the literature on governance, both corporate and public, seeking to identify the alignment of concepts and practices. The initiative of the Brazilian Supreme Audit Institution (TCU), in 2014, to achieve two milestones in the field of public governance is important to highlight, (i) the basic referential governance guide applicable to agencies and entities of public administration and (ii) the framework to evaluate governance in public policy. These documents can be apply as a guide for the modernization of the Municipal Fund for Children and Adolescents´ Rights of São Paulo (FUMCAD-SP), case study submitted to the Professional Master of Management and Public Policies of the Getúlio Vargas Foundation Business Administration School in São Paulo, by Maitê Fernandez Gauto, Elias de Souza and Eduardo José Bernini, in 2015.
