Resumo

The project Uma Biblioteca em cada Município, conceived and implemented by the Culture Ministry, administration Francisco Weffort, Fernando Henrique Cardoso's government (1995- 2002), aimed to enlarge the access to the book through the opening and revitalization of public libraries all over Brazil, by means of convention with counties. Rebuilding its origins, the implementation process and the raised debates, the text analyzes the project considering the specificities of the cultural field in Brazil and the difficulties, commonly found by the public administration, in the elaboration and implementation of policies to the cultural field. It was chosen, to the accomplishment of the analysis, only the counties from São Paulo State.
