Resumo
The objetive of this work is to analyze the management model implanted in Fundação Oswaldo Cruz - FIOCRUZ, attempting to identify the limitations and possibilities of a democratic management process in Public Service and, on the other hand, make a criticaI inventory of the available administrative models that hold democratic management as an organizational principIe. The work was guided by the institutional path of FIO CRUZ, notably the period of the Internai Congresses (1988 to 1996). In order to reach the objective, the aspects that create space for a democratic management process were analyzed based on primary and secondary sources. To accomplish the work analytical categories were selected: power of decision, autonomy and social controI. We also based our work on the method that privileged description using, however, deduction sustained by qualititative and quantitative analysis. The analysis of the data made it possible to conc1ude that participative procedures such as the elective process of the president and directors of the FIOCRUZ units, the constitution of collegiate decision-making bodies and the holding of Internai Congresses opened space for the democratization of management, representing the materialization of the will and the desire of certain actors who guaranteed the unity of action in an institution of reduced integration. Some questions are points of departure for future research: how is this participative model implanted in each FIOCRUZ unit? Does this model correspond to the real desire of the employees? Up to what point does the participative management process contribute to enlarge administrative efficiency?
