Resumo
The main objective of this thesis is to analyze employment and wages at the level of the Mozambican Public Administration. The research starts from the hypothesis that due to the different reforms at the level of the Mozambican State, the government prioritized, on the one hand, the increase in employment, mainly in the areas of education and health and, on the other hand, it aimed to increase salaries for groups of civil servants with certain characteristics. specific. Methodologically, the research relied on semi-structured interviews with relevant actors at the level of the Mozambican Public Administration and at the level of organizations that represent the interests of civil servants. In addition, the research analyzed documents such as: Government Five-Year Plans, General State Budget, Statistical Yearbooks of Agents and State Employees, among others. The research findings showed that in the first 15 years after Mozambique's independence, there was a significant increase in jobs, especially in the state's business sector. However, in view of the reforms aimed at introducing an economic system based on neoliberal precepts, there was a significant reduction in jobs in the state business sector. On the other hand, the data showed that the health and education sectors currently comprise around 70% of jobs in the Mozambican public sector. It was also verified that civil servants with certain characteristics such as privileged access to information, belonging to union groups or associations and with influence to political-electoral power benefited from differentiated salary readjustments.
