Resumo
The overall objective of this study is to analyze the efficiency in the use of resources and the quality of public health in the municipalities of Rio Grande do Norte, from 2004 to 2008. It also seeks to identify the determinants of municipal inefficiency and measure the productivity of public spending on health. Three methods were utilized: the DEA and the Malmquist index, and the DEA double bootstrap procedure to estimate the inefficiency determinants of public spending on health. At the first stage, we underook a data envelopment analysis (DEA) and the second stage it was estimated a function to examine the effects the inefficiency determinants of public spending on health. Among other findings, it appears that municipalities considered more inefficient in the measurement of expenditure on health make the largest expense, had low levels of efficiency in spending and health quality, and only thirteen showed an increase in the productivity of public spending. It still was noted that mayor’s profile and municipality’s characteristics also affects the efficiency of municipalities in public spending in health.
