Resumo
This dissertation examines the effects of the Federal Teaching Wage Floor (PSPN) on wages, retention and profile of teachers admitted between 2006 and 2008 in public municipal schools in Brazil. Based on data from RAIS and the assumption of imperfect competition by Manning (2002; 2s011), we took advantage of the exogenous nature of the PSPN to avoid endogeneity biases, using it as an instrumental variable for wages increases granted in 2009 and 2010, the first two full years of effectiveness of the Floor Law (Law nº 11.738 2008). We show that the one affected by the creation of the Wage Floor in 2008 increased the probability of more intense wage increases in the following year, which proves the strength of the instrumental variable used: for every 1% increase in the gap between 2009´s Floor and the wages of 2008, it increased from 0.39% to 0.49%. As for retention, we found that wages increases caused its rise. For every 10% increase in the wages of 2009, the retention rate was increased by 1.2 to 1.6 pp, which was responsible for great part (24% to 33%) of the increase in retention in those municipalities affected by the Wage Floor, which increased from 93.6% (in 2004-2007) to 98.5% (in 2009- 2010). Higher proportions of temporary teachers and partial time contracts were associated with lower retention, as well as location in regions with higher income levels and greater conurbation (metropolitan areas). On the other hand, our analyzes do not allow us to state that the Wage Floor caused a change in the proportion of higher education teachers admitted or temporary teachers. Our findings contribute to the literature on the effects of teacher wages on variables that can function as channels of causal relationship between wages and educational outcomes (retention, education and employment regime).
