Efeito da atuação intergovernamental entre governos estaduais e municipais no Índice de Desenvolvimento da Educação Básica (IDEB)

Resumo

Objective: The objective of this study is to examine the impact of intergovernmental collaboration between State and Municipal Governments on the Basic Education Development Index (IDEB) for the Initial Years of Elementary Education in Public Municipal School Networks. The specific focus is on the state of Maranhão during the period from 2015 to 2019, which corresponds to the implementation of collaborative initiatives under the "Escola Digna/Pacto pela Aprendizagem" (Dignified School/Education Pact) program by the state of Maranhão. Methodology: To carry out this study, a quantitative research design was employed. The initial and crucial phase involved the utilization of the Basic Education Development Index (Ideb) for the Initial Years of Elementary Education in Public Municipal School Networks in the state of Maranhão as a secondary dataset. The analysis was based on the difference-in-differences (DifDif) statistical technique in its Canonical, Dynamic, and Staggered forms. The treatment group consisted of municipalities in Maranhão that participated in the "Escola Digna/Pacto pela Aprendizagem" Program, while the control group comprised other Brazilian municipalities with available Ideb scores. Additionally, a complementary survey was administered to professionals responsible for implementing the collaborative actions within the State of Maranhão. The data obtained from the first and second stages were then compared with contextual information about the State of Maranhão. Results: The results indicate that the municipalities participating in the "Escola Digna/Pacto pela Aprendizagem" Program, particularly after the fourth year of implementing the initiatives, experienced an increase in their Ideb scores compared to other Brazilian municipalities. The intergovernmental cooperation between the Government of the State of Maranhão and its municipalities thus demonstrated positive and statistically significant effects on the Ideb. Limitations: The quantitative approach was used exclusively. Additionally, additional databases were disregarded due to a large number of missing data at the municipal level. Furthermore, there was a limitation in identifying parallel trends due to the biennial nature of the Ideb. The analysis was limited to the period from 2015 to 2019, due to the recent implementation of the public policy and the exclusion of Ideb results from 2021, which were affected by the pandemic. Applicability of the Study: This study represents an opportunity to contribute to the monitoring and evaluation of the effects of intergovernmental cooperation, considering that the public policy is still in the process of implementation, including the re-pactuation of municipalities in 2022. Furthermore, it has the potential to assist state and municipal public administrators in making managerial and strategic decisions to strengthen the collaborative framework and maximize its effects. Additionally, it is relevant for future research that evaluates the impact of the Program on the Later Years of Elementary Education. Contributions to Society: The study has proven to be a significant contribution to Maranhão and to research examining the influence of intergovernmental cooperation on the Ideb of municipalities and its public impact. It contributes to the formulation of public policies developed under a Collaborative Framework. Originality: The present study aimed to fill the existing gap in Brazilian literature regarding the intergovernmental cooperation between states and municipalities. It is the first initiative to evaluate the effects of the collaboration between the Government of the State of Maranhão and its municipalities within the "Escola Digna/Pacto pela Aprendizagem" public policy.
