Resumo
This work aims: (1) to understand the role played by the state in the Collaboration Regime in education in São Paulo, with emphasis on the actions developed in the period from 2019 to 2022, and (2) to propose recommendations to improve the state's action with the municipalities in educational policies. It addresses the state's municipal heterogeneity, discusses the main characteristics of education in São Paulo and proposes measures to enhance state action with municipalities as a way of promoting educational equity. The methodology adopts theoretical and practical approaches, based on both academic research and materials available in the literature, as well as government portals and semistructured interviews with educational leaders in the state of São Paulo. It presents concepts about federalism and its development in the Brazilian reality and relates them to the trajectory and changes that occurred in the Brazilian educational reality and to the role of federative entities. It also brings three examples of state action for reference for reflections on improving collaboration practices with municipalities. The analyzes indicate that, despite the fact that the state has the largest public system in the country, with large numbers of students in the state and large municipal systems, the state of São Paulo has a collaboration regime that is in an advanced stage, when compared to practices of other states, involving a trajectory of joint actions, but little coordination and prioritization between the adopted policies. The analyzed period has internal and external incentives for the adoption of state collaboration practices with municipalities and presents measures that expand the integration of adopted policies, increase the pedagogical focus of collaboration and institute practices that open ways for collaboration to become a tool of promotion of educational equity in the state. The recommendations presented have the following objectives: to promote institutional improvements for collaborative action between entities in educational policies; expand state coordination to strengthen the state capacities of municipalities and promote educational equity in the territory of São Paulo. There are ten suggestions, divided into institutional changes, structural actions and policies and programs.
