Resumo
The exponential growth of e-commerce was not accompanied by uniform regulatory practices in the international scenario: it was only by 2019 that the WTO reunited Members to start negotiations for a future agreement on the topic, while countries had already been ruling digital trade through bilateral agreements and by domestic regulatory policies. Accordingly, this working-paper addresses how Brazil has been positioning itself in WTO negotiations on the subject and gives a dimension on the country´s domestic regulatory practices that impact e-commerce. Lastly, it compares Brazil’s internal regulation to MERCOSUR’s practices, as the trade bloc already provides Working Groups destined to the negotiations of digital economy policies between its Members. This analysis is relevant due to Brazi1’s role as the main ecommerce consumer in Latin America, and due to its active participation in the negotiations for e-commerce at WTO.
