Dinheiro, eleições e atuação parlamentaruma análise da influência das doações empresariais sobre a produção legislativa da Câmara dos Deputados

Resumo

The influence of money in politics and policies is a common concern amongst national and international academics, and also relevant to the application and interpretation of the Federal Constitution. This study seeks to collaborate with the investigation of the subject with a theoretical analysis, which includes a literature review and a brief study on an important ruling from the Supreme Court (ADI nº 4.650/DF), and an empirical investigation. I believe that, with the investigation and analysis of the data related to corporate donations to the political campaigns of 2010, 2014 and 2018, and the bills of law presented by the congressmen and congresswomen from Rio de Janeiro during the years of 2011, 2015 and 2019, it will be possible to create correlations to attest the influence of this kind of campaign funding on the actual parliamentary work and to assess if there was any significant modification with the prohibition of the corporate donations. Although the results of this research haven't indicated to the existence of a clear correlation between the two analysed parameters, there were discussed important thoughts regarding the relevancy that it is usually given to the corporates donations, as a mechanism to influence decision-making, at the expense of lobbying, which should be at the center of the academic debates on this matter.
