Resumo
A military unit of the Army traditionally holds an integration event with the community: celebrating Children’s Day. When Captain Siqueira Campos was given responsibility for organizing it, he questioned the legitimacy of this type of action within a barracks. The case can be used on public management courses, in lessons that discuss one or more of the following topics: direct fund-raising by public institutions by way of donations; challenges in applying such funds appropriately, given the legal determinations; social management: the challenges of public-private partnerships and civil society organizations; the law and the role of the armed forces in civic-social actions (ACISO); the institutional purpose and its legality.
