Design thinking e políticas públicasampliando as possibilidades de diálogo

Resumo

The purpose of this dissertation was to foster and expand the possibilities of dialogue between design thinking and public policy. The paper approaches design thinking as a mental model and attempts to provide elements for a better understanding of the characteristics of this way of thinking, how this theme has been inserted in public administration, how it relates to policymaking theories and what new elements design thinking could add to the way of dealing with public challenges, contributing to the construction of better policies. To make this analysis, an in-depth review of the design literature and its evolution to the field of public policies was carried out, incorporating many reflections from the most recent experimentation of the use of design thinking in the public sector in Brazil and in the world. It was noted that design went a long way to maturing as a mental model (design thinking) and could be transposed to other areas, including the public sector. Inspired by complexity, it does not separate the problem definition, from the construction of solution, combines different forms of reasoning, makes use of a diversified “material” language as an instrument of thinking and has its development process guided by reflection in action. Design thinking has also been found to enter the government as part of a broader agenda of innovation experiments that aims to generate more state capacity to address contemporary wicked problems through improvements in existing policy management and promotion of deeper social transformations in the State way of acting and interacting with society. It was also observed that design thinking has been inserted in the public sector more as a practice of a mental model inspired by complexity than as a new theory for policymaking, requiring a greater dialogue with the public policy field. The paper concludes with the presentation of a comparative table that, for didactic purposes, highlights the main differences between the policy thinking approach proposed by design thinking and the rationalist-positivist (traditional) approach, the latter still very present in the practice of constructing policies by the bureaucracy. By organizing the design thinking applied to a set of strategic categories for public policy-making, an effort is made to approximate languages between the design approach and consolidated approaches to policymaking, which can be seen as an invitation to broaden the dialogue between these two fields of study.
