Resumo
This article demonstrates that two important aspects of the political decentralization – the creation of municipalities and the increase in current revenues of the municipalities – have had undesirable consequences, both from the economic and the social point of views, because: (i) they increased the absolute and relative amount of transfers of tax revenues from the big municipalities to the small ones (and from the Southeast to the other regions), with the probable effect of inhibiting productive activity in the great cities (and in the Southeast), without stimulating it in the small ones (or in the other regions); (ii) they benefited the small portion (not necessarily the poorest) of population that live in the small municipalities, whose resources per inhabitant have greatly increased, and harmed the major part of the same population, that live in the medium and big cities, whose resources have become scarcer; and (iii) they increased the resources used up in the payment of legislative bodies, at the same time in that they reduced, in relative terms, the amount of resources had available to apply in social programs and in investment.
