Desafios na implementação do Programa de Integridade do Ministério da Economiauma análise crítica da conformação organizacional e da influência Institucional

Resumo

Objective - The subject of this study is integrity programs, which have been identified by national and international organizations, such as the Organization for Economic Cooperation and Development (OECD), as the most effective way of combating corruption, based on cultural changes. Thus, the general objective of this study is to investigate the effectiveness of the integrity program in a Federal Direct Public Administration body, the Ministry of Economy (ME), based on the perception of civil servants directly involved in the implementation of the ME's Integrity Program, Prevenir. Methodology - The research initially involved a bibliographical and normative survey, in order to understand the main guidelines on the process of institutionalizing integrity programs in public organizations. Next, an attempt was made to define indicators indicated in the literature that serve as measures of the effectiveness of integrity programs. Based on this, a questionnaire was constructed and sent to 40 professionals in the public organization responsible for implementing these programs, using a closed structured script with questions about the interviewees' spontaneous perception of the existence and effectiveness of these indicators. Results - There was evidence of greater effectiveness of the essential elements within the scope of risk management, as well as in the performance of the functions carried out by the Internal Affairs Department and the Ombudsman's Office, however, topics such as the execution of risk protocols, due diligence and whistleblower protection are little used in the organization. It was also found that the support of senior management is essential to achieve structural results and ensure compliance with rules and regulations, and in this regard, the research showed weaknesses in the support provided by management in the period 2019 to 2022. It was also observed that there are gaps in academic production on indicators related to the topic, which is one of the theoretical limitations to measuring the effectiveness of integrity programs safely. Practical Contributions - The social and practical contribution of the research is to provide a better understanding of the elements and parameters for the applicability of integrity policies, as well as their relevance, within the scope of the Public Administration. It should be noted that although the context of the research is the now defunct Ministry of Economy, the findings can be taken to other public organizations, providing greater maturity in the process of institutionalizing anti-corruption policies.
