Resumo

Purpose – This study sought to present how the State Water and Sewage Company of Rio de Janeiro (Cedae) has managed its business strategy in the face of new challenges established after the restructuring of the sector with the advent of the New Legal Framework for Sanitation in the country and the project to privatize sanitation services initiated in the State of Rio de Janeiro. Thus, under the axis of strategic management, this research had as its central objective the search for evidence that makes it possible to illuminate the management measures adopted by the company throughout the process of readjustment of the company in the face of a new business model and new sanitation market environment in the country, maintaining the organizational commitment to achieving the desired financial and social results within the scope of universalization. In this sense, this research was structured on the strategic management of the company in the face of the challenges established in the sanitation market in the country. Methodology – The research was developed as a case study, focusing its observations and analyses on the phenomenon indicated in order to seek to identify evidence that allows a better understanding of the case. Regarding the approach, considering its characteristics, the study was developed using the qualitative analysis technique, through content verification with an inductive approach. From the initial analysis of the information disclosed by the company, it was possible to establish key concepts to be observed in the selected documents from two perspectives: thematic analysis of key concepts and analysis of the incidence of keywords. Quantitative analysis was applied in the development of the research, in a complementary manner, using the verification of secondary data from the perspective of the company's financial and social results. Thus, this research is structured primarily on the qualitative method and complementary, is supported by the quantitative method. Findings – In general, the evidence identified points to an expansion of strategic initiatives by Cedae in this new phase of the company. It was possible to observe that as of 2021, and especially in 2023, there was a redirection in the company's strategy. The focus of actions was no longer primarily on the development of large engineering projects but instead shared new strategic drivers such as socio-environmental sustainability and innovation. The findings demonstrate that the company has begun a journey to seek innovative solutions that enable sustainable development over time and ensure convergence with the objectives agreed upon in the 2030 Agenda forum and the New Legal Framework. As a result, Cedae's strategic management indicates that it is aligned with the achievement of more modern and widely debated objectives among companies in the sector, using the formation of partnerships to promote technological development, while seeking to expand production control for greater operational efficiency. Research limitations – The main limitation found in this study is the lack of primary qualitative data regarding the strategy adopted by the company. However, it is understood that this limitation can be overcome by conducting interviews with the company's board members, considering the administrators and eventual executives with the ability to present structured views of the main points observed in the evidence of the categories. Conducting an exploratory survey, with open or mixed questions, will allow for a more in-depth complementary and comparative analysis between the evidence and results obtained. Another limitation observed is that the results of this study are restricted to the information analyzed through the institutional materials made available by the company. The analysis was based only on what was observed in the reports, and no verification of empirical evidence was carried out to confirm whether the reports correspond to reality. Therefore, as a suggestion for future research, it is recommended that critical studies be carried out regarding the content presented, mainly based on the evidence of primary data. Conducting new research using primary data is relevant to the current context of the market sector, enabling the formulation of a management framework based on a comparative qualitative analysis of the main companies in the sector, whether by nature and/or relevance of investment capacity in light of the challenge established within the scope of universalization. Practical implications – The study contributes to the field of emerging discussions on the universalization of sanitation services and the models to be adopted by each federative entity in order to adapt their operational models to the new financial and social challenges established within the scope of the SDGs of the 2030 Agenda proposed by the UN. In this way, the model adopted in the State of Rio de Janeiro presents itself as a solution among other possibilities to enable the desired transformations and results. Thus, the case study on Cedae, a public company belonging to the Government of the State of Rio de Janeiro, with a mixed-capital company structure, and its strategic management aligned with the intended objectives and desired financial and social results, is relevant not only for public policy makers but also for managers and executives working in the sector, enabling valuable technical-academic knowledge to support decision-making by administrators.
