Resumo
Objective – The research aimed to understand the challenges that need to be overcome, in a context of diversity, for a full integration of the Federal Attorney General's Office with the Union's Attorney General's Office. Methodology – As for the purposes, the research is classified as descriptive, explanatory and, to some degree, interventionist. As for the means of investigation, it consists of field research, in particular, conducting interviews with members of the Federal Attorney career, selected by a criterion that considers the activities they carry out, which are conducive to an adequate understanding of the organizational reality. Based on the theoretical framework, a semi-structured interview script was prepared, aiming to capture the subjective perceptions of members of the Federal Attorney career, regarding the situation of the Federal Attorney General's Office in the organizational context of the Federal Attorney General's Office. The material collected in the field was subjected to content analysis, by comparing the answers of the interviewees and interviewees to the categories and respective analytical subcategories defined a priori, based on the decomposition of elements of the major theoretical premise that guides the research, that is, the Martin Heidegger's phenomenology of everyday life. Results – The research identified that in the perception of the interviewees: the historically constructed interpretation from the normative texts, does not correspond to the reality of the daily organizational of the AGU, emphasizing in importance the material reality over the formal aspect; PGF members understand the meaning and importance of the PGF for the AGU and for the Federal Public Administration; in turn, there is a perception regarding the imposition of social roles of secondary importance in the organizational milieu on the PGF; the existence of discursive practices that deny the belonging of the PGF and its members to the AGU, which causes wear and tear resulting from confronting such discourses, despite conveying empty signifiers; the existence of reserved strategic positions in formal spaces of power in the organizational structure; the possibilities of building possible worlds in which there is a full integration of the PGF to the AGU, formally by its inclusion in Complementary Law nº 73 and, materially, by the adoption of measures aimed at an equal distribution of positions in organizational spaces of power, so that the four careers of the Federal Public Advocacy have an equal opportunity to participate and exert influence in the decision-making processes and standardization of understandings in their areas of activity, without prejudice to other complementary measures. The research also revealed that the personal identity of federal prosecutors, as well as the institutional identity of the Federal Attorney General's Office, was forged in an environment permeated by conflict, in the midst of a process of subjection and resignification, which transformed the conditions for action in the very act of acting, which resulted in the evolution and consolidation of the PGF as a legal body of excellence. Limitations – In an initial and superficial assessment, a limitation of the study could be considered, embodied in the fact that the research is centered on the subjective perceptions of federal prosecutors. Nevertheless, this is the differential of the present study, based on subjectivity and intersubjectivity. Eventually, the research can be continued, with an increase in the number of respondents. Applicability of the work – Evaluation of measures aimed at the full integration of the Federal Attorney General's Office with the Union’s Attorney General's Office, based on the understanding of the formation process of the Federal Attorney General's institutional identity and the professional identity of its members. Originality – The originality of this research is the result of its methodology, which enabled the production of results from the understanding of the identity formation process and the components that inform the existential condition of people and institutions within the scope of the Federal Public Administration, based on the perspectives subjective and intersubjective phenomena that, in comparison with a solid theoretical framework, provide for discussions aimed at identifying suitable measures to overcome the challenge of fully integrating the Federal Attorney General's Office with the Union’s Attorney General's Office.
