Da investigação à prevençãopolíticas públicas para o enfrentamento da letalidade policial no Brasil à luz do ciclo de implementação

Resumo

This study proposes a critical and integrated analysis of public security policies in Brazil, with an emphasis on investigating deaths resulting from police intervention and measures aimed at reducing institutional lethality. Based on the theoretical framework of the public policy cycle, the work focuses on the implementation phase to investigate how the dual structure of the police, rooted organizational cultures, and the discretionary actions of 'street-level bureaucrats' condition the results of the adopted policies. Taking the state of São Paulo and the Olho Vivo Program which institutes the use of body-worn cameras as an empirical scope, the research highlights the limits of strictly technocratic approaches. It is argued that the effectiveness and sustainability of public security policies depend on a solid institutional design, capable of articulating technical instruments with robust accountability mechanisms both internal and external substantive transparency, transformation of the police organizational culture, and a permanent political commitment to reducing lethality. The study concludes that the consolidation of a democratic and non-lethal public security requires long term structural reforms capable of breaking with the naturalization of the state's selective violence and affirming the right to life as a fundamental principal.
