Resumo

In 2013, mass nation-wide demonstrations marked the beginning of a protest cycle, which triggered different manifestations of state repression. One of the forms of repression, involving various actors of the criminal justice system, was the criminalization of protesters. The present research aims to contribute to the literature dedicated to examining criminalization processes in the context of protest cycles through a case study on the criminalization process of the "23 World Cup prisoners", in which a group of activists in Rio de Janeiro was charged with the crime of criminal association and corruption of minors and convicted by the lower court. Through a documentary analysis of the full criminal case files and the narratives of criminalized protesters presented in the books "2013: memórias e resistências" and "A pequena prisão" we describe the procedural flow and main events throughout the criminal proceedings. The mobilization of repressive tactics based on the model of strategic incapacitation is then identified, as well as tactics with historical roots in criminalization processes that occurred during the military dictatorship. When examining the framing process carried out by the actors of the criminal justice system, we point to the relevance of the issues of aggression against police officers and property damage as elements that give meaning to the idea of the practice of "violent acts", central to the criminalizing frames. Furthermore, it is pointed out that the framing promoted by the state agents relegates the theme of violence committed by police officers against protesters to the field of non-representability, impacting the interpretation of the behavior of protesters and operating a division between subjects with the right to defense and subjects who are agents of violence.
