Coprodução e economia circular no Projeto Receita Cidadãanálise da destinação social de mercadorias apreendidas por infração à propriedade intelectual no Porto de Itaguaí, RJ

Resumo

Objective - This study aims to analyze the implementation of co-production and circular economy practices in the "Receita Cidadã" Project, focusing on the destination of goods seized for violating intellectual property regulations at the Port of Itaguaí, RJ. Methodology - The research adopted a qualitative approach based on semi-structured interviews and document analysis, involving representatives from the Brazilian Federal Revenue Service, civil society organizations, municipal governments, and public educational institutions. Results - The results indicated that co-production involves multiple governmental and non-governmental participants, facilitating the transformation and reuse of seized goods. This not only prevented the improper disposal of these items but also allowed their reintegration into new production cycles, reducing waste and supporting local communities. The circular economy proved effective in optimizing resources and promoting environmental sustainability. Limitations - Among the limitations of the study are the variability in the level of detail and depth of the interviewees' knowledge about the specific procedures of the Federal Revenue Service and the logistical difficulties related to the destruction of seized goods. Applicability of the Work - The study's findings offer valuable insights for the formulation of public policies that promote sustainability through the proper management of seized goods. Additionally, they suggest the possibility of replicating these approaches in other contexts. Contributions to Society - The "Receita Cidadã" Project demonstrates how the combination of circular economy and co-production practices can transform the management of seized goods into an instrument for sustainable socioeconomic development, directly benefiting local communities and promoting social inclusion. Originality - This study contributes to the public discussion on the need for government policies that support sustainable waste management models, highlighting the potential of innovative practices within the context of Brazilian public administration.
