Resumo

The impeachment of the head of the Executive branch in the presidential system causes sensitive shocks in the public administration. Although common in Brazil, the institute of impeachment has taken little academic attention, especially from the field of public administration. This dissertation analysesthe application of the Brazilian Impeachment Law against three presidents, based on original documents and three case studies:Getúlio Vargas (1954), Fernando Collor (1992) and Dilma Rousseff (2016). We apply the Baumgartner-Kada model to all three cases, with the hypothesis that it will suffice to explain the Brazilian processes. With coalition presidentialism as the theoretical domain and the understanding that the Impeachment Law in force in the country since 1950 works as a controversial parliamentary instrument, we find limits of the model in the Brazilian case when the case studies are compared. Finally, the dissertation presents additional explanatory hypotheses and new research fronts.
