Quanto mais leal, melhoranálise dos efeitos de lealdade burocrática na capacidade estatal

Does Bureaucratic Loyalty positively affect State Capacity? Answering this question is the main objective of this research. Understanding that one of the determining factors of the State Capacity that governments have to achieve their objectives and generate results in public policies is the performance of the bureaucracy, we seek to investigate a condition of the latter. The Quality of the Bureaucracy is a product of both technical and rational elements, such as professionalization and hierarchization, as well as elements related to the motivation of bureaucrats. Bureaucratic Loyalty is, therefore, a motivating factor that affects bureaucratic performance, as it gives meaning and allows civil servants to embrace politics, internalizing its mission and values. Based on a qualitative research approach, content analyses were performed based on documents and interviews in the states of Espírito Santo and Ceará. The Novo Ensino Médio (NEM) policy was analyzed in both cases, covering both its 2017 and 2014 reforms. The response found was positive, showing that bureaucratic loyalty is an element that motivates and qualifies the bureaucracy, expanding its capacity to achieve results (self-assessed). The findings also demonstrate that bureaucratic loyalty is an element strongly linked to context and that it manifests itself in different ways based on the meanings and interpretations given to public policy. The research opens space for a research agenda that overcomes its explanatory limitations, exploring the causal relationship in large-n studies and in other contexts. It also provides pointers for research that explores elements such as bureaucratic representativeness, organizational memory, and the role of feelings and relationships within the bureaucracy as elements that shape State Capacity.
