Resumo

The objective of this study is to evaluate the results of the application of the Control’s urban planning instruments of the Social Function of Property in the city of São Paulo in its first 10 years, from 2010 to 2020, in relation to the objectives defined by the City Statute and in promoting the Right to Housing and the Just City. The existing literature on the topic is mainly focused on the legal aspects and to a lesser extent on the social dimension of the instruments. The approach highlights the effectiveness of the area selection criteria for applying the Social Function of Property Control instruments in São Paulo. The research highlights the importance of legislation in promoting housing production aimed at low-income populations and reducing the housing deficit, emphasizing the efficiency of urban incentives. It also points to the need to improve the detection of areas with potential for application of the instruments, aiming for a more effective implementation of the policy.
