Contratação de suporte logístico para simuladores de voo da força aérea brasileira

Resumo

The present work seeks to improve public procurement of logistical support services for flight simulators of the Brazilian Air Force (FAB), in view of issues such as the high technological complexity of the equipment, which gives them a unique character, and the need to protect the confidentiality of the information contained therein, the violation of which may compromise national security. The study of previous contracts, as well as the careful examination of the jurisprudence of the Federal Court of Auditors (TCU) and of the doctrine, supported the understanding that the public interest remains better served, in the particular case, through the option for the contracting model direct. In order to guarantee the smoothness and legal certainty of the contracts, a series of conduct recommendations was prepared, applicable not only to the cases in question but also to others that offer the manager similar challenges. The Aeronautics Command (COMAER) has some equipment of this nature, with this study taken as a research object the flight simulators of the A-29, F-5M and C-105 aircraft.
