Contextualização da política urbana no Brasil e reflexões Iniciais para a construção da PNDU

Resumo

This Discussion Paper aims to contextualize the process of construction of the National Urban Development
 Policy (Política Nacional de Desenvolvimento Urbano – PNDU), as well as to produce and systematize
 reference material for its formulation, implementation and monitoring. The temporal and spatial dimensions
 of the course of urban policy in Brazil, in the post-Federal Constitution of 1988 period, reveal the vision
 of territory considered in the formulation of the PNDU. Recent national, regional and local public rules,
 practices and actions make it possible to understand how the instruments of urban policy relate to the
 diversity of territorial scales and to the interfederative transfers to urban fi nancing. The approach about
 the “right to the city” refl ects the PNDU’s adherence to international agendas, cross-cutting themes
 (demographic, environmental and climate change, digital transformation; local economic development
 and urban security) and national landmarks, especially the City Statute, a fundamental instrument for the
 promotion of the fair fi nancing of urban policy, through the management of urban land rents.
