Resumo

This study investigates the Brazilian Navy's (MB) digital communication during humanitarian operations conducted in Brazil over the past three years, focusing on the construction of narratives within the Navy News Agency and the institution's Instagram, Facebook, X, and YouTube profiles. The objective is to identify the process of construction and interaction of these digital narratives, especially in the context of climate emergencies, considering the challenges and potential of the MB's humanitarian operations, a traditionally hierarchical institution, in relation to the decentralized logic of social networks. The research adopts a qualitative approach through fifteen semi-structured interviews with ten civilians and five military personnel, specialists in communication, the environment and humanitarian operations, in addition to collecting and analyzing social media data scraping. The operations investigated include missions in the city of Petrópolis, in the mountainous region of Rio de Janeiro, and in 478 of the 497 municipalities of Rio Grande do Sul. The results indicate that, although the Brazilian Navy has advanced its digital presence, it still faces structural and cultural challenges in fully operating in environments characterized by the platformization of communication.
