Ceará: economia, finanças públicas e investimentos nos anos de 1986 a 1996

Resumo

This study presents an analysis of the global performance of the state of Ceará in the period between 1990 and 1996. The main preoccupation consists on approaching aspects of the social and economic situation of the state, and at the same time, searching to identify the basic strategies adopted by the local government to recover the delay of the economic growth and underdevelopment. These strategies were submitted to an appreciation of the available data, making possible the analysis of its efficiency. The document does the presentation of the research’s results done in 25 companies installed or in period of installation in Ceará. The results indicate the importance of the investment incentives and the regional market as determinant factors in the decision making of private investments. The atmosphere of confidence in the actuation of the local government was also observed as a determinant factor to the companies that choose Ceará as a local for investment. The document enhances the actuation of the local government in promoting a fiscal adjustment in the beginning of 1987, which made possible the equilibrium of Ceara’s public accounts. The paper also observes that despite of the development in the economic field, there are bad indicators related with the social aspects of this state.
