Resumo

Objectives: To train students and other interested parties to identify weaknesses in the institutional integrity structure, as well as in the treatment and investigation of reports of moral harassment. To highlight the relevance of compliance and psychosocial risk assessment in mitigating moral harassment in the Public Administration. Secondarily, to analyze how the State deals with civil servants affected by psychosomatic illnesses resulting from harassment and the psychosocial impacts of these practices in the work environment. Adherence: Inserted in the context of the Brazilian Public Administration, the teaching case articulates Administrative Law, Strategic Human Resources Management, Integrity and Risk Management, with an interface with the branches of Labor, Constitutional, Civil and Criminal Law. Impact: To highlight weaknesses in the Integrity Program of the Executive Branch of the State of Rio de Janeiro and the need to train public managers to act ethically, transparently and impartially when faced with reports of harassment. Applicability: Intended for undergraduate and graduate courses in Public Administration and Law, as well as for the training of civil servants who work in correctional agencies, based on a real situation with didactic potential, given that it is the report of a real situation that involves the development of human potential, integrity of people, administrative integrity, processes and procedures, institutional failures and organizational reputation. Originality: Innovative for adopting a constructivist approach to a real situation that occurred with a civil servant based on a report of moral harassment at work, and the incipient capacity of the public agencies responsible for handling this report in light of a sensitive issue, proposing a critical reflection on moral harassment as an expression of institutional failures in patrimonialist environments. The didactic approach allows for experimental learning based on an assertive discussion about the topic based on reflection of the problems presented. Complexity: The case articulates concepts of ethics, public administration, ESG, Law, psychology and health, promoting a critical analysis of psychological suffering and institutional limitations in dealing with moral harassment in public management in Rio de Janeiro.
